I still haven't figured out what planets with lots of housing slots are for though. Which means I wouldn't invest in refineries unless they further support the planet's specialization. From what I understand, it doesn't matter if the planetary production for a resource is negative as long as the per month output is positive on an empirewide level. I have honestly never used those two planetary designations.Įven Tomb Worlds can be made habitable and useful. They can still produce stuff but they wouldn't get the planetary modifier for it. That's jsut what I turn into ecumenopolis, roughly the same applies for Resort Worlds I think. Of course even those planets can be made usefull by putting refineries on them or science, pretty much anything that produces advanced resources. Something like 12 City districts and the actually useful districts were something like 3, 4 or 5 available districts.
